the information communication among departments and levels to understand and improve the quality system effectiveness.2.適用范圍適用范圍 Applicable Scopes適用于各部門之間、上下級之間、同事之間的內(nèi)部溝通活動。Be applied to the internal communication among departments,leader andemp3、loyees,and colleagues.3.職責職責 Responsibilities3.1.最高管理者負責督促各部門各層次以及同事間積極進行內(nèi)部溝通,并實施必要的鼓勵措施;The top management will promote the internal communication among departments,colleagues,and different levels,and give necessary encouragement.3.2.各部門負責人必須督促所屬人員積極進行內(nèi)部溝通,并協(xié)調(diào)工作中的糾紛;The department chief will promot4、e the internal communication among the departments,and assort with the related troubles.3.3.管理者代表或人事行政部負責受理與內(nèi)部溝通有關(guān)的糾紛,及對當事雙方進行調(diào)解。The management representative and administration department shall assort with the related troubles among the departments and two sides.4.程序內(nèi)容程序內(nèi)容 Procedure Contents為了使公司的質(zhì)5、量管理體系能有效地運行,全體人員合理、有效的方式積極進行溝通,不能以“他們不配合或沒時間”等語言作為不按時完成工作的理由,內(nèi)部溝通可按下列方式進行:In order to keep the quality management system operation effectively,all the employees in the company shall communicate each other with reasonable and effective ways to solve the troubles,and cannot use any reasons.The interna6、l communication shall be implemented as the followed ways,4.1.開會 meeting 4.1.1.公司領(lǐng)導至少每年召開一次主管級以上人員參加的質(zhì)量管理會議,聽取他們在進行質(zhì)量管理時所遇到的困難和對質(zhì)量管理的改進意見,并進行處理。The company top management shall organize the chief meeting every year for system.4.1.2.總經(jīng)理及管理者代表主持每周召開一次主管會議:the general manager and management representative shall organize the chief meeting every week,討論本周發(fā)生的一些質(zhì)量、管理問題;discuss the quality and managementtrouble this week.下周生產(chǎn)、銷售內(nèi)部協(xié)調(diào);傳達公司對質(zhì)量管理的意見要求和改進;nextwee8、k production and sales arrangement,the quality opinions,requirementsand improvement.聽取主管們在進行質(zhì)量管理時所遇到的困難和對質(zhì)量管理的改進意見,并進行處理;listen and solve the troubles in the quality system operation,andimprovement opinions for the quality system.采取多方論證、積極參與的模式充分進行內(nèi)部交流,暢通渠道,解決問題。Solve the problems and clean the chan9、nel using the multidisciplinaryapproaches,and take part in the communication completely andHUAWEIively.如果臨時無法召開會議,則應由總經(jīng)理或管理者代表通知各部門部長或主管。The department chief will organize the meeting designated by generalmanager or management representative.上周跟蹤事項 follow the meeting HUAWEIions in the last week4.1.310、.各部門主管至少每月召開一次本部門人員會議,傳達公司對質(zhì)量管理的意見、要求和改進方針,聽取他們在進行質(zhì)量管理時所遇到的困難和對質(zhì)量管理的改進意見,并進行處理。The department chief shall organize one department meeting every month to public the company opinions/requirements/improvement policy in the quality management,and get and solve the troubles in the quality management oper11、ation and improvement opinions.4.1.4.各生產(chǎn)線/組每個工作日都要開早會,由拉/組長主持,傳達公司對質(zhì)量管理體系的意見要求,并講述上一天出現(xiàn)的問題及其糾正方法和預防措施,以及當天的生產(chǎn)應注意的地方,生產(chǎn)部的部長/主管要輪流參加各班組的早會。The production lines/teams will organize the morning meeting by the line leader every working day,to public the quality requirements and opinions from 內(nèi)部溝通管理程序內(nèi)部溝通12、管理程序 internal communication management procedure company,and complete the corrective and preventive HUAWEIions to solve the last days problem,the contents shall be paid more attention today.The chiefs and leaders in the production department shall take part in the production line morning meeting in 13、turns.4.1.5.必要時,每天針對前天生產(chǎn)過程中的質(zhì)量問題,由生產(chǎn)部部長主持研發(fā)、工程、品質(zhì)、外協(xié)廠開品質(zhì)檢討會議,持續(xù)提高產(chǎn)品質(zhì)量。If necessary,the production department chief shall organize the quality meeting to solve the quality problem happened last day to improve the quality,including the R&D,engineering,quality and outsourced supplier.4.1.6.當質(zhì)量管理會議已成為一項14、固定的工作內(nèi)容時(如每周舉行一次例會并討論一個具體的質(zhì)量問題的會議),則會議的主持人可由與會人輪流擔任,這樣更能有效地改善和解決問題,促進各層次和職能之間的適當溝通。The meeting question-master shall be in turn to solve and improve the questions more effectively,and promote the communication each other.4.1.7.每次開會需作好“會議記錄”,以便追蹤或備忘,并妥善保存相關(guān)記錄。The meeting memo shall be recorded to be 15、traced and filed.4.2.口頭和書面溝通 oral and written communication 4.2.1.生產(chǎn)線員工在生產(chǎn)過程中發(fā)現(xiàn)本工序及前面的工序出現(xiàn)質(zhì)量問題時,應立即通知拉/組長或主管或附近的巡視人員,要求安排工序改善。If the quality problems are happened in the production line in the position or fore-position,the employee shall notice the production line leader/chief/IPQC inspector to requ16、est to be improved.4.2.2.巡視人員發(fā)現(xiàn)員工的操作方法不對及其它質(zhì)量問題時,應立即通知拉/組長或主管處理。必要時,生產(chǎn)部主管應召集品質(zhì)工程部等相關(guān)部門協(xié)助改善。If the IPQC inspectors find the quality problems or the wrong operation methods,the production line leader/chief shall be noticed to handle.If necessary,the production department chief shall organize the quali17、ty and engineering to provide support to improve.4.2.3.公司員工在工作過程中,發(fā)現(xiàn)任何可能影響產(chǎn)品質(zhì)量和質(zhì)量管理體系有失效或下降趨勢時,都必須書面或口頭向直接相關(guān)的負責人提出,并跟進這些不合格的改善情況。必要時,需向上級反映這些情況;當收到口頭反映問題時,有關(guān)負責人必須作好記錄,以便跟蹤。內(nèi)部溝通管理程序內(nèi)部溝通管理程序 reports.4.2.4.在生產(chǎn)過程中,任何質(zhì)量糾紛都需當事人雙方互相協(xié)商解決,若協(xié)商解決不19、了時,可依照匯報層級報告本部門主管品質(zhì)部主管管理者代表或總經(jīng)理協(xié)調(diào)處理。Any quality problems in the production shall be handled by the two sides based on the complete communication.If cannot be solved,can be report to the department chief,quality department chief,management representative or general manager to handle.4.3.其它溝通方式 other 20、communication ways 為了促進公司內(nèi)部溝通更好地進行,各部門或相關(guān)人員可以采用下列適當?shù)臏贤ǚ?法或手段,對內(nèi)部溝通進行完善或補充:In order to promote the internal communication,the related departments can use the followed ways,4.3.1.通過“板報”傳達公司對質(zhì)量管理體系和產(chǎn)品實現(xiàn)的基本要求,達到顧客要求的重要性;以及提供培訓數(shù)據(jù)解決問題的方法和技巧通告獎懲信息等;Public the quality system and product realization requirem21、ents by the publication board,provide the related training/problem solution methods,ect.4.3.2.考慮到員工不愿口頭提出有關(guān)質(zhì)量管理以及工作過程中的相關(guān)問題,可以 A.設(shè)立“質(zhì)量管理信箱”(對員工的個人信息嚴格保密)方便大家暢所欲言,為公司的質(zhì)量管理和持續(xù)改進獻策;相關(guān)負責人收到這些信息后,需立即安排改善或處理,對好的建議要予以公開獎勵和鼓勵,并提升多次受到獎勵的人員;B.人事行政部負責打開“質(zhì)量管理信箱”并將信箱內(nèi)的意見收集,呈送管理者代表處理,并將結(jié)果存檔。The
