Lesson23 A new house 新居I大川鎮中心苗圃基地項目可行性研究報告2012年5月第一章 總 論1.1 項目名稱:大川鎮28、中心苗圃基地項目1.2 項目單位:大川鎮人民政府1.3 項目法人:舒光輝1.4 項目建設主要內容:建設占地100畝的林木育苗生產基地一處,年產苗木400萬株。其中建設高標準種苗生產育苗大棚3000平方;整修基地主次作業道2000米;建設噴灌、滴灌設施管道1500米;購置苗圃日用農機具,以及排洪渠系、配電等配套設施建設。以上建設項目擬定于2012年3月開工,2012年10月竣工。第二章 項目背景2.1 項目由來:隨著生產力水平和社會文明程度的提高,生態環境建設和城鄉綠化美化成為建設社會主義新農村和改善人民群眾生活質量的重要組成部分。花卉、觀景苗木的生產是農民群眾特別是青年人創業的一條重要渠道。茅29、箭區大川鎮有著優越的自然氣候條件和良好的種植基礎,適合大力發展園林綠化苗木、花卉產業,以滿足社會日益增長的綠化苗木、花卉市場需求。2.2 項目提出的必要性和依據:(1)項目建設是保護環境與發展經濟的需要。保護環境與發展經濟,已成為當今國際社會普遍關注的重大問題。傳統工業化道路所造成的全球性資源緊缺、環境污染和生態惡化,對人類的生存環境和身心健康已構成日益嚴重的威脅。同時,城市化伴隨著諸多的心理和生理疾病,保護和改善生態環境,創造和諧的居住環境正成為當今社會的共識。因此,該項目的建設,對于大川鎮全力打造漢江生態經濟示范帶示范鎮具有重大意義。(2)項目建設是促進城市可持續發展的需要。大川鎮是十堰市30、近郊重要的旅游度假區,旅游資源非常豐富,但景區的美化、靚化與一些旅游業發達地區相比還有差距。因此,建立花卉基地,培育大量花卉苗木,美化、靚化景點,提升城市品位,已成當務之急。而該項目的建設也正是加快建設社會主義新農村,改善生態環境、提升城市品位,促進大川旅游業及城市可持續發展的需要。(3)項目建設也是社會文明進步和區域經濟發展的需要。隨著現代人生活節奏的加快,建立一個環境優美的生活和工作環境,對人們的身心健康十分重要。同時,發展花卉苗木基地對促進我鎮農業結構調整、推動地方經濟發展、滿足城區市場對花卉苗木的需求以及帶動我鎮青年創業都具有十分重要的意義。第三章 項目區基本概況項目區位于十堰市茅箭區31、大川鎮集鎮中心,距十堰中心城區12公里, 235省道沿線20米處,地理位置優越,交通十分便利;通訊暢達,項目區內無線通訊,長途程控電話普及,項目緊鄰百二河,水利資源為苗圃種植奠定了良好基礎。3.1 自然條件(1)氣候條件:大川鎮屬北亞熱帶,四季分明,氣候溫和,溫度適宜,雨量適中。氣象資料顯示:極端最高溫度38極端最低溫度 -11年平均溫度18最大風速 14.4m/s年平均風速2.4m/s年平均降雨量 589.1mm最大積雪厚度18cm年平均相對濕度40%全年主導風向SSW(2)地形土壤:項目區地勢平坦,土壤主要為壤土,土層厚,土質好,有機值含量平均為0.81%。第四章 項目建設的有利條件4.132、 群眾基礎好,有著豐富的種植經驗。項目區內大多農戶靠農業種植,他們都是農業種植的能手。在項目區發展苗木種植,可帶動當地農民致富。4.2 政策優勢。大川鎮位于南水北調中線丹江口庫區水源保護地,同時我鎮是“十堰市漢江生態經濟示范帶”示范鎮和十堰市級新農村示范鎮建設項目。茅箭區委、區政府大力發展綠化造林生態工程,鼓勵發展經濟林和生態林,我鎮建設苗圃基地可以得到上級的政策扶持。第五章 市場前景分析從國際社會來看,花卉苗木產業已成為世界上最具活力的三大朝陽產業之一,苗木花卉產品已成為國際貿易的大宗商品,消費量迅猛增長。據統計,1985年世界花卉苗木消費額150億美元,1998年接近300億美元,199133、年開始,我國的花卉綠化苗木市場需求量以平均每年30%以上的速度增長。世界上著名的花卉綠化苗木企業都把目光瞄準了中國市場,許多國家紛紛向中國輸出種子、鮮花、種球等產品或建立花卉苗木生產基地,試圖搶占中國的花卉綠化苗木市場。十堰市委、市政府也提出了漢江生態經濟示范帶和建設社會主義新農村的目標要求,鄉村面貌的改善以及綠化、美化,都將為花卉苗木產業的發展提供了廣闊的市場前景,花卉苗木市場供應完全呈日趨增長之勢。第六章 項目建設內容及投資估算本項目主要建設內容為花卉苗木生產基地。總投資200萬元。具體建設內容包括:5.1管理區辦公室、宿舍、食堂200平方,需投資8萬元。5.2灌溉系統:打40米機井2眼,34、蓋井房2間;噴灌、滴灌設施管道1500米;配套防洪渠系3200米,需投資15萬。5.3配電系統:配備50KVA變壓器一臺,高壓線0.5km,低壓線0.5km,需投資5萬元。5.4培育大棚:建設高標準種苗生產育苗大棚8個共3000平米,需投資4萬元。5.5主次作業道整修:整修基地主次作業道2000米,需投資6萬元。5.6農業機具購置:購置40kw拖拉機等苗圃日用農機具,需投資10萬元。5.7花卉苗木種苗培育及肥料,需投資152萬元。第八章 項目效益分析6.1 經濟效益分析:隨著我國城市化進程的加快,苗木市場潛力巨大,社會效益和經濟效益非常可觀。(1)項目成本(每年):按兩年周期平均計算,花卉苗木35、種植外購成本142萬元,析舊及攤銷10萬元,利息0.3萬元,合計每年成本152.3萬元。(2)收入項目測算:按兩年周期平均計算,平均年銷售總額188萬元,凈利35.7萬元,凈利率23.4%;投資回收期3.71年。6.2 生態效益:(1)保持水土,凈化空氣,減少污染,促進大川旅游業的發展;(2)吸收和降低噪音。6.3 社會效益:通過苗木基地帶動周邊農戶50戶,發展花卉苗木200畝,增加青年就業20人,使農民人均純收入每年增加400元,農村閑散勞動力得到充分利用;通過推動應用科學技術,農民群眾的勞動能力和科學文化素質得到提高,從而實現 “旅游興鎮” 、“科技富農”目標。7.1 可行性研究結論本項目36、符合國家關于農業產業結構調整政策,同十堰市漢江生態經濟示范帶建設和社會主義新農村建設規劃相銜接,符合茅箭區南部生態旅游產業發展規劃,該項目具有較好的社會效益、經濟效益和生態效益,能夠較好地拉動當地經濟社會發展。項目區建設條件具備,項目建設條件可行,建議批準建設。二一二年三月二十 日11garden is larger than Joes. Lesson23 A new house 新居I敬愛的黨組織:經過一段時期的初級黨校學習,我的心境自然澎湃而又亢奮。其實,無論是誰,這種難得的熏陶剛過,思想上和認識上都會大有一吐為快的強烈之欲望。這對深刻理解中國*始終是一個最先進的黨、最偉大的黨,始終是實踐“三個代表”重要思想的 楷模,也始終是勤奮學習、善于思考、解放思想、與時俱進、勇于實踐、銳意創新的模范等等,以及正確選擇一個人的人生觀、價值觀和世界觀,都具有非常積極的意義。以下是我的心得體會64、:首先,通過學習,我對我們的黨有了更加深入的理解:中國*是中國工人階級的先鋒隊,是中國各族人民利益的忠實代表,是中國事業的領導核心。中國*有它的階級性,人民性,先進性。中國工人階級是中國*的階級基礎,工人階級政黨是工人階級的先鋒隊,工人階級的先進性決定了黨的先進性。而工人階級之所以具有先進性是因為它代表了先進生產力和生產關系,具有高度組織性、紀律性,賦予革命的堅定性、徹底性。知識分子是工人階級的重要組成部分,隨著社會的發展,信息技術等越來越發達,因此工人階級政黨的先進性必須隨著時代的發展不斷具有新的內涵、新的標準和新的特征,做到與時俱進。黨的先進性還體現在將“三個代表”寫入了新的黨章。“三個代65、表”重要思想對黨的先進性作了富有時代特征的界定,具體地、明確地揭示出黨的先進性的實質和內涵,深化了我們對黨的先進性的認識和理解。其次,通過學習我進一步端正了自己的入黨動機。入黨動機是指一個人要求入黨的內在原因和真實目的,是推動人們爭取入黨的一種精神力量。真正正確的入黨動機應該是能始終將人民的利益放在首位,為了最終實現*而奮斗終生。我要在自己的工作和生活中不斷地實踐,不斷地確立正確的入黨動機。一個人在組織上的入黨一生只有一次,而思想上的入黨是一生一世的,所以,在今后的人生道路上,必須堅定信念,用理論知識來武裝自己,不斷地深化自己的行動。再次,我懂得了入黨的過程是一個漫長而艱辛的過程,是一個充滿考66、驗的過程,不是你隨便想怎么樣就怎么樣,要時時刻刻用黨員的標準來規范自己。聽了幾位優秀學生黨員的入黨經歷,學到了我們不僅要在組織上積極要求入黨。把黨和人民放在第一位,用自己的行動來展現一位入黨積極分子的作風,時時刻刻,用黨的標準提醒自己,什么要積極主動的去做,什么要積極同違背黨標準的做斗爭。入黨的過程,便是不斷完善自己的過程,便是升華自己的過程。當然,我也進一步樹立正確的社會主義榮辱觀。通過學習,我深刻地體會到社會主義榮辱觀是構建社會主義和諧社會一個帶有根本性的問題,體現了在科學發展觀的指導下,將依法治國與以德治國有機結合起來,將經濟建設、政治建設、文化建設、社會建設融為一體的我國社會主義現代化67、建設總體布局。榮辱觀是由世界觀、人生觀、價值觀所決定的。不同的榮辱觀,是不同的世界、人生觀、價值觀的反映。榮辱觀滲透在整個社會的生活之中,不僅影響著社會的風氣,體現著社會的價值導向,標志著社會的文明程度,而且對社會的經濟發展由巨大的反作用。通過這次的學習, 我不僅加深了對黨的基本知識的了解,也更加明確了入黨動機,優秀黨員決不是套在自己頭上用于炫耀的光環,而是我們應該努力學習,不斷進取所應該達到的目標,組織上的入黨一生一次,思想上的入黨一生一世。在學習當中,最讓我感動的是中國*的優良傳統和作風。黨的宗旨是全心全意為人民服務,而黨的優良傳統和作風恰恰印證了這一點。看著那些面對黨旗宣誓的*員,我感動68、了,我感到了作為*員的驕傲,也更加堅定自己的人生信念:我也一定要成為一名*員。我要時刻謹記黨的教誨,時刻以黨員的行為準則來約束自己, 在以后的生活、工作中,自覺的加強自己,爭取得到更大的提高。匯報人:*2012年3月31日【1】 【2】 該文章轉載自無憂考網: 附表:1合作經營協議書甲方:乙方:經甲乙雙方友好協商,就中石油煤層氣保德區塊地面工程合作經營事宜,自愿達成如下協議,以資信守:一、合伙宗旨:共同合作、合法經營、利益共享、風險共擔。二、合作經營項目:中石油煤層氣保德區塊地面建設工程。三、合作經營地點:山西省保德縣。四、出資金額方式:期限墊付。1、甲方以現金方式出資200萬元;乙方以現金方69、式出資200萬元(主要用于補足前任合伙人撤資款項)。2、合同簽訂之日乙方向甲方交付100萬元投資款,剩余100萬元乙方須在2012年3月31日前全額到位。3、2012年3月31日前應付前任合伙人撤資的17萬利息,雙方各承擔8.5萬元。4、乙方墊付2012年2月開工前期全部費用。(回款前)五、股份劃分:甲方 % 、 乙方 %。作為確定盈余分配和債務承擔的基礎。六、合作期間甲乙雙方的出資為雙方共有資產,不得隨意請求分割。七、甲乙雙方的任何一方原則上不得中途退撤,任何一方在不給合作事務造成不利影響的前提下可以退出,但須經雙方協商認可。八、甲乙雙方的分工、權力與義務:1、甲方為合作項目的負責人,全面負70、責合作業務的日常經營與管理,重點負責商務活動及工程的回款工作。費用不得超過工程總額的10%。2、乙方負責合作項目的生產,施工、安全工作。3、以甲方公司的名義,在保德縣與當地銀行開設賬戶,雙方各留印鑒、共同管理。乙方負責施工過程中的財務工作,對于涉及財務、賬目以及借款、還款、日常投資等資金使用事項在超過 元額度( 元以下的應各自記賬留存憑證定期對賬),應許甲乙雙方協商一致方可進行。同時,甲乙雙方都有對財務賬目的監督權利。九、盈余分配與債務承擔:合作雙方共同經營,共同合作、共擔風險、共負盈虧。十、合作任一方違反本協議導致合作損失的,應當對另一方承擔。本協議未盡事宜,雙方協商解決。本協議一式 2 份,甲乙方各執一份,經甲乙方簽字畫押后生效。甲方: 乙方:年 月 日 年 月 日
