uses in this dynamic city on Chinas east coast.The proposed development concept has evolved after an exhaustive study of existing conditions of this scenic land mass7、 and its surrounding context.In addition,an evaluation of a strategic business plan was explored,taking into consideration the mandate to create a premiere and iconic project for the city.Site GeographyThe 15 hectare island is currently inhabited by small institutional and research facilities and af8、fords a substantial coastal perimeter of rocky outcroppings with strategic views of the citys central busi-ness district,as well as its beaches and surrounding mountains.In addition there are uninterrupted ocean views in three directions.The central part of the site rises to a plateau(approximately 9、10m)and the geography includes relatively sparse vegetation and landscaping.A Weather station and a National Laboratory monitoring sea level datum are located on the island and need to be either preserved or relocated.Development ConceptAfter an initial review of market conditions and the citys Deve10、lopment Plans,it was decided to gener-ate a preliminary brief of potential uses on the site.The brief aimed to create a critical mass of func-tions that would constitute a unique destination and serve as a profitable venture for the citys rev-enue stream.Included within this brief was a multi functi11、on International Conference and Convention Center,a 2,000 seat Performing Arts Center,a 400 key business/resort hotel with associated multi-purpose Entertainment facilities,a major Spa and Fitness Center and a Festival Retail and Entertain-ment component that would define opportunities for shopping,12、dining and recreation superior to any-thing currently in the city.From the beginning,it was deemed necessary to expand the limited confines of the site to create a greater critical mass of development opportunities.This was manifested,in the form of additional land destination with a critical mass of complementary uses and mix.The planning and lo-cation of the various components is based on their strategic adjacencies and aspects.The Confer-ence Center,Performing Arts Center and the outdoor Amphi22、theater are located on the West side of the site guaranteeing strategic visibility from the approach drive and the city center.The Retail,Hotels,Entertainment facilities and the Marina are located on the East and South sides facing the citys beaches,the Creek and The Crescent.An expansive contiguous23、 waterfront public promenade and Boardwalk connects all the uses from the tip of the Retail Center to the culmination at the Confer-ence Center.The nucleus of the project is the Central Park,the crest at the nucleus of the site,embellished by trails,“stramps”,lush landscaping and the grand Spanish S24、teps descending toward the Conference and Performing Arts Center.The Crescent is designed to be a more exclusive and private component of the development accommo-dating up to 500 luxury residential units in four cascading slab like buildings appointed by expansive undulating balconies.Associated fac25、ilities accommodating spas,wellness centers and upscale corpo-rate retreats are integrated with the Residential buildings.The“piece de resistance”of the project is a sculptural 175m high 400 key five star
