3、、風景怡人、空氣清新，是個養老養生的好去處。在XX市委、市政府的大力支持下，安徽XX集團對XX市經濟社會發展中養老趨勢進行了調研分析，為改善和提升XX養老機構的服務層次和質量，在參考了香港、臺灣養老機構發展思路的基礎上，計劃在南陵縣的楊澄湖建設具有國際水準的生態養老綜合示范區中國XX水韻生態養老綜合示范區。該養老綜合示范區是一個集退休養老、養生健康、農業觀光旅游于一體的綜合性生態養老項目，該示范區的建成將填補XX市乃至整個華東地區在大型養老社區方面的空白。XX水韻生態養老綜合示范區，是打造生態XX、幸福XX戰略規劃中的重要舉措。XX市國民經濟快速發展，2010年GDP與財政收入分別為1108.

4、6億元和200.7億元，在安徽省僅次于合肥，雙雙名列第二，GDP增幅則以18.2%的成績位居該省之首。經濟的快速發展必然帶動社會文化生活需求的全面提升，養老需求便是其中不可或缺的重要組成部分。據2010年統計數據，“XX60歲以上老人約35.12萬，約占全市總人口的15.2%左右，并以每年3.2%的速度繼續增長”。如何給日益增多的XX老年人口提供一個環境優美、配套齊備、服務體系完善的養老場所，是實現“幸福XX”的重要環節之一，也是“XX水韻生態養老綜合示范區”項目的出發點和立足點。第二章項目整體性規劃2.1擬建項目情況2.1.1項目概況 項目控制規劃用地總面積約2000畝，分三期建設，項目總投

5、資約30億元。項目名稱：中國XX“水韻生態養老綜合示范區”。項目位置：項目地塊位于南陵縣的楊澄湖。項目用地：項目地塊總面積暫定規劃用地約2000畝（不含水面），一次性整體規劃，分期建設，其中一期用地約600畝；第二期規劃用地約700畝、三期規劃用地約700畝養老產業及旅游用地。用地面積最終以國土部門實測面積為準。供地方式：掛牌出讓交地條件: 凈地出讓用地期限:70年(自核發土地證之日起開始計算). 用地性質：第一期約600畝養老產業用地，其中200畝為配套商業用地；第二期規劃用地約700畝，其中200畝為配套商業用地；第三期規劃用地約700畝，其中200畝為配套商業用地，用地面積最終以國土部門

6、實測面積為準。項目總體定位：中國首席水韻生態養老綜合示范區在十二五規劃注重民生領域發展的大背景之下，依托XX市各級政府的支持，與中國老齡事業發展基金會、中國老年學學會養老與護理專業委員會等養老專業機構的密切合作， 發揚企業的產業運營優勢，聯合打造：-國家級生態健康老年示范社區-全國養老護理人才培訓基地-全國老年生態健康產品生產交易中心 它將是一個多功能，生態化，充滿活力的全齡化老年社區。 它將擁有：一個城綠交融的規劃結構，一個河渠相連的水網體系，一個強有力的城市形象，一個多樣化的社區空間形態，一種親切宜人的健康生活環境。實現多元化養老模式，以建設養老公寓、康復中心為主題、配套建設生態旅游、老年

7、綠色產品生產加工，打造華東地區乃至全中國一流的養生養老中心和休閑度假旅游綜合體。2.1.2 建設內容及規模項目包括兩河、一城、一區、二院，具體內容如下：“兩河”即“徽派清明上河園”和“威尼斯異域風情天鵝河”；徽派清明上河園，以厚重的中國古典文化為背景，結合徽派傳統建筑風格，打造獨具風格的養生養老文化景區；“威尼斯異域風情天鵝河” 以歐式建筑為特征并結合優雅天鵝群，讓人駐足觀賞留戀入勝。我們同時考慮老年人休閑娛樂在本項目的北端，導入具有亞歐文化特色的“四大花園”：風車花園、水景荷花園、水韻花園以及水上世界花園，與養老中心水系共同形成“四花園、五景觀”的歐亞風情。 “一城”即安徽XX生態養老度假水

8、城，結合先進的“低碳環保”理念，打造集養老、休閑度假、溫泉養生、旅游演藝于一體的度假水城，包括老年公寓、老年大學、老年活動中心、老年護理培訓中心、老年休閑度假中心等內容，鑄造出一個現代化的“徽派清明上河園”養老、休閑度假中心。 “一區”即“老年生態健康產品生產交易區”，該區域將匯集對中老年人適用的各種產品，如生態綠色食品、老年服飾、老年器械用品等，該區域將成為老年用品大型物流交易與配送中心。“二院”即療養院、老年康復醫院；通過康復療養醫院的建設，為老年人提供可持續性的照料退休社區Continuing Care Retirement Community，簡稱CCRC。CCRC是一種綜合性老年服務

15、住要求。本項目將以創新投入機制和管理機制為突破口，在楊澄湖主景區外，建立居住低碳化道路系統林蔭化、醫療現代化為目標，實現生態居住環境的要求，讓老年人徜徉在水鄉田園，領略水韻無限風光的。3.1.4項目建設的必要性（1）促進城郊經濟發展。本項目以老年人康復、醫療、養老為主題，打造養老和休閑度假旅游綜合體，能夠滿足皖南地區老人養老、康復、醫療的需求，為工業、商業、交通運輸業的發展提供廣闊的市場，解決當地城鎮居民的就業問題，從而促進經濟發展。（2）促進養老事業的發展。項目建成后，將成為華東地區規模大、功能全、品位高的養老、醫療、康復、生態休閑度假旅游綜合體，極大地促進XX市乃至安徽省養老事業的發展。（

19、湖補水等，實施后將不對用水環境產生影響。第六章土地性質及出讓方式鑒于項目地塊的土地性質為國有，劃撥或予以“凈地出讓，凈地交付”的方式掛牌出讓。第七章環境和生態影響分析7.1環境影響分析本項目的建設以環境優化型城市建設思想為指導，項目將對周圍環境、生態起到積極的改觀作用。項目建設中將因地制宜、設計施工，并將優化水系和植被。環境保護設施按照環保部門的專業意見建設。7.2生態影響分析7.2.1對陸生生物的影響分析本項目建設區林地中棲息的均為常見的小型兩棲類和爬行類的動物。其施工期內易被傷害，需要教育施工人員予以保護。區內保護地和人工園林會吸引部分動物尤其是鳥類前來棲息，并供老年人觀賞。項目地塊內無保
