12、程 2.2中國石油銷售總公司石油庫動火安全管理辦法2.3石油庫要害部位安全管理辦法2.4中國石油天然氣集團關于工業動火安全管理辦法3.施工環境及條件；3.1機場路加油站正在營業，4個油罐內有成品油。3.2施工正值春季，油氣揮發速度快，施工天氣較理想。3.3 施工現場水電齊備，但不具備蒸汽吹掃條件。3.4汽油物理化學特性：密度0.710.73；飽和蒸汽壓41.18982.376kpa；閃點-50-20攝氏度；爆炸極限18%（v%，后面標示為LEL）；（v%，后面標示為LEL）4.施工部署：土建開挖完畢，抽排原來發油管道內剩余油品，原來出油管位置不符合要求，需要移位，進行動火改造12條。安裝加油機

13、6臺，砌筑加油島6個。5.加油站管道改造方案51出油管施工流程改造前準備排管道汽柴油、抽出底閥封堵管口、動火安全措施回填管溝、修復地坪焊接管道試壓土建開挖管溝管道防腐安裝加油機加油島恢復零星土建拆除加油機5.2施工方法5.2.1改造前準備 與管道有關的預制工作全部完成管道、法蘭、管件進場，驗收合格；油罐密封墊準備到位；接油容器到位施工人員進場教育完成。5.2.2 土建進行開挖管溝，新敷設油管道管溝開挖成形，需要作業的地方作業坑開挖合格。5.2.3拆除發油管道法蘭螺栓，剩2條螺栓以便控制油的流量，準備棉布一塊，法蘭口打開前，用棉布包口，防止殘余油壓力過大發生噴射現象，油品污染施工現場，增加清理現

14、場工作量。用手動油泵將接收的汽油迅速回罐。抽出底閥，底閥管道垂直拿出，隨時拿油桶承接出油管內的油品，油管上端緩慢向下傾斜，把管內油品緩慢倒入油桶。5.2.4 關閉加油機電源，拆除電源線和大零管線，拆開金屬軟管，松開加油機地腳螺栓，把加油機緩慢抬下，移到指定位置。5.2.5 對需要改造的管道從原加油機下用防爆風機向管道內鼓風驅油，在人孔井內接油。風機一直吹到管道內已經干燥，油氣濃度監測值小于20%LEL合格，用DN40法蘭盲板封堵人孔井內的出油管法蘭口。從加油機下管口注水，水灌滿至到溢出，無油花漂浮。找出需要改造部位，抬高管道，動鋸前檢測油氣濃度，低于LEL20%方可施工，同時準備一桶水，用輸液

15、管將水吸出，控制出水量，讓水滴到鋸口處，水不得間斷，其降溫和防止產生火星作用。5.2.6清理雜物，清洗管道口，油氣濃度檢測合格小于20%LEL，加強監護，動火焊接新管道。管道敞口處不得站人。5.2.7管道試壓合格，管道防腐。回填管溝，修復裂紋破損地坪。5.2.8安裝加油機和附件。5.2.9安裝靜電跨接線，保證接觸良好，牢固。5.3零星土建5.3.1新砌加油島 拆除舊加油島,垃圾及時外運,按照新標準砌筑新加油島,做好鋼護圈,貼好瓷片.5.3.2 新罐坑砌筑 按照中油標準進行人孔井改造,貼瓷片。5.3.3 地坪維修 用切割機割除斷開縫，用破碎機拆除舊地坪，垃圾及時外運，按照C25標準現澆地坪6 施

18、機、氧炔切割工具、電焊機的檢查試驗在安全地帶（距離油罐35米）進行。7.3.2給電氣設備引入電纜線，絕緣完好，不得有接頭。7.3.4禁止在雷、雨天和風力大于五級以上大風天氣進行施工。7.4防靜電 罐坑內作業人員嚴禁穿化纖工服，檢測人員必須穿著防靜電服及鞋，不準使用化纖繩索、紗頭。7.5加強油氣檢測7.5.1采用檢測儀器必須在有效檢定期內，且至少兩臺，測得結果在允許誤差內一致，采用EP200-1儀器，由培訓人員檢測。7.5.2施工時在動火提前半小時檢測，施工期間每隔半小時檢測一次。7.5.3油氣濃度符合工作要求時，應連續監測30分鐘，儀器測值不再上升時，才視為合格。7.6加強現場管理7.6.1

19、清理現場油污、雜物等易燃物品。清理施工點上的雜物，放入接油盆，消防器材和監護人員到位，臨時盛接成品油容器到位。7.6.2在關鍵部位做好隔離工作，防止電焊熔渣飛濺。7.6.3 動火在加油站下風口施工。7.6.4對于法蘭連接管段，給螺栓噴螺栓松動劑，使用銅質扳手松螺栓，若螺栓銹死，可用鋼鋸鋸斷。在鋸時先作油氣檢測，低于LEL20%才可施工，并給鋸口加水，防止摩擦起火星。7.6.5無油流出繼續施工。每隔10分鐘檢測油氣濃度一次，超出LEL20%，立即停止施工，采用防爆軸流風機進行驅油氣，合格后繼續施工。7.6.6拆卸法蘭口，用黃泥封堵管口，防止管內油氣逸散，污染現場。7.6.7拆除管道 拆下舊管道及

22、場配置的石棉毯、35公斤干粉滅火器進行撲救，阻止火勢蔓延。消防人員趕到火場后，消防隊長為火場指揮。9.2.3警戒：火災發生后，按照加油站突發事件應急預案啟動，迅速封閉加油站入口，嚴禁閑雜人員、車輛入內，疏通加油站消防通道，設置黃色拉帶進行火場警戒。9.2.4撤離：消防專職隊和公安消防隊到達后，由在場領導、安全干部組織現場施工人員撤離危險區域，到指定地點等候指令。9.2.5避險：安全區設在機場路加油站以外南北路段。9.2.6逃生：逃生路線可延加油站外機場路南北方向.9.2.7.急救：將受傷人員撤離到現場安全區域，由救援組白景峰負責的救援人員對傷員作必要的救護工作，待120急救醫務人員趕到后再做專
